Pembroke Street is a Tenant Management Organisation (TMO) set up as an Estate Management Board and registered as a company. The group originally formed as a residents group in 1987 as a response to crime, vandalism and poor living conditions. Residents went on to re-design the layout of the Estate. The EMB was set up in 1994 to manage the housing. We have a very successful Youth Service, also a local Repair & Maintenance project which extends beyond the Estate. Training and capacity building for local adults, and young people on the edge of exclusion from school is a key strength. Developing good citizenship and positive role models are a high priority.

Pembroke Street is situated in Mount Wise, Devonport approximately one mile from the city centre. Originally one of the most deprived areas in the country, Devonport is part of a New Deal for Communities (NDC) area in its 5th year with a budget of £49 million. There is also an Urban Village scheme running alongside the NDC. Pembroke Street was where the original regeneration started in the late 1980’s and acted as a catalyst. Today Pembroke Street is noticeably better managed than other city council properties in the area and the city. It is often referred to as an ‘Oasis’ within Devonport and is noted for its clean, well kept appearance.
