Include is a neighbourhood regeneration company that operates in the Dingle area of Liverpool 8 – an inner city district immediately south of the City Centre and east of the River Mersey. It was formed in March 2001 as a partnership between Liverpool City Council and CDS Housing, the social landlord with most property in the area.
Its aim was to bring together residents, community groups, landlords, the Council, and other stakeholders to revive the local economy, provide leadership, and strive for effective partnership working. Initial wide ranging community consultation was carried out in the form of a housing and environmental study. Local people told Include that their main concerns were for the Dingle area to be ‘clean, safe, and well managed’.
As a result, a series of services were launched to tackle these issues such as Include Environmental, Include Safer Neighbourhoods and Include Young Voices, together with the development of the Include Centre for Neighbourhood Management and a community engagement programme for the area. The area was also broken down into 13 smaller neighbourhoods to enable the development of effective regeneration and neighbourhood management services. In consultation with residents, local plans have been produced for each neighbourhood.
Include Environmental is a resident service organisation which employs local people on a programme of grounds maintenance. It maintains 52 previous ‘grot spots’ regardless of ownership by removing fly-tipping/litter and grass cutting. An important part of its operation is training to enable local people to progress into Include Environmental contract work and/or compete in the job market in all aspects of landscape maintenance.
The Include Safer Neighbourhoods programme focuses on crime and community safety through a series of projects such as fitting gates to alleyways, installation of CCTV, and target hardening schemes for repeat victims of crime and other vulnerable residents.
Include Young Voices is a service that engages positively with young people in the area who feel excluded from their community. It develops projects and activities that address this and other issues identified by young people, and it explores ways of bridging the so-called generational gap.
The Include Centre for Neighbourhood Management brings together staff from a wide range of agencies to co-ordinate the delivery of housing management, maintenance and services, anti-social behaviour, environment, health and crime issues across the Dingle area.

Include employed 2 Neighbourhood Development Workers in May 2005 to help deliver this programme. Both are Liverpool 8 residents who have a wealth of knowledge about the area, and have worked voluntarily in the community for many years. They are receiving a comprehensive training programme to support their work, including participation on a year long ‘Residents as Neighbourhood Workers’ course organised by PEP. A particular focus for their work will be to help Diverse City 8 – a ‘sister’ organisation to Include - develop its role as the vehicle through which opportunities to develop neighbourhood management in wider Liverpool 8 can be delivered.
